ISSUES - JOHN'S POSITION STATEMENTS

2nd Amendment Protection
• Congressman Boozman believes in an individual right of gun ownership and has consistently voted for and co-sponsored legislation protecting our 2nd Amendment rights.

• Congressman Boozman is pro-gun, a NRA member, and an avid gun collector.

• Because of his voting record and staunch support of the 2nd Amendment, the NRA has given Congressman Boozman its highest rating.

• Congressman Boozman supports the right to carry concealed weapons, which has reduced crime in a number of states and is a fundamental liberty.

• Congressman Boozman believes there should be no further encroachment on our right to keep and bear arms.

• Congressman Boozman believes that tough enforcement of existing laws should take the place of expanding legislation.

• Congressman Boozman believes the National Instant Check system is the most effective way of keeping guns out of the hands of criminals.

• Congressman Boozman co-sponsored and voted for legislation that would protect gun manufacturers" from frivolous lawsuits.

• Congressman Boozman has co-sponsored the following legislation that will protect each individuals 2nd Amendment rights:
• H.R. 193 - Second Amendment Rights Protection Act - This legislation is supported by the NRA and would amend the Brady Act to prohibit federal funds from being used to implement the Brady Act.

• H.R. 648 – Citizens’ Self Defense Act – This legislation protects the rights of individuals to have guns in their homes.

• H.R. 990 – Secure Access to Firearms Enhancement Act – Allows individuals to carry concealed weapons across state lines

• H.R. 3807 – Provides amnesty to veterans and their families to register guns

• H.R. 1036 – Protection of Lawful Commerce in Arms Act – This very important legislation will protect gun manufactures from lawsuits of criminal misuse.

• H.R. 218 – Law Enforcement Officers Safety Act – This legislation will allow retired officers to carry concealed weapons
Taxes
• Congressman Boozman co-sponsored and voted for tax reform that cuts income taxes across-the-board, ends the inheritance tax (death tax) and the marriage penalty, increases the child care tax credit and reduces the capital gains tax. He is in favor of making those tax cuts permanent.

• Congressman Boozman believes tax cuts empower the American people by allowing them to keep more of their hard-earned money.

• Congressman Boozman believes tax cuts create jobs. 75% of new jobs are created by small businesses, who benefited greatly from the recent stimulus packages.

• The Congressman believes in tax reform including the end of the inheritance tax (death tax), the marriage penalty, and the capital gains tax.

• Congressman Boozman has voted to make tax reductions permanent to ensure financial stability and enable long-term planning for businesses and households.
Awards
• Congressman Boozman has received the Spirit of Enterprise Award from the U.S. Chamber of Commerce every year he has been in congress. (2001-2003)

• Congressman Boozman has received the Hero of the Taxpayer Award from Americans for Tax Reform every year he has been in congress. (2001-2003)

• Congressman Boozman has received the National Association Award for Manufacturing Legislative Excellence.

• Congressman Boozman has received the True Blue Award from the Family Research Council.

• Congressman Boozman received the 2004 Small Business Advocate award from the Small Business Survival Committee
Immigration
• Congressman Boozman opposes amnesty for illegal immigrants.

• Congressman Boozman believes it is better to enforce our borders and deny entry into our country than it is to capture, incarcerate, and deport illegal immigrants who are here without the appropriate visa.

• Congressman Boozman welcomes everyone who wants to come to America legally. “If you follow the laws then he will do everything in his power to help, but if you break the rules, you need to go back.”


• Congressman Boozman believes strongly that English should be our official language. It is the tie that binds us together. For this reason, Congressman Boozman supports the following legislation that would make English the official language of the United States:
• H.R. 997 – English Language Unity Act

• H.R. 931 – National Language Act
Values Legislation
• Congressman Boozman is Pro-life.

• “The National Right to Life Committee considers John Boozman strongly Pro-Life.”

• Congressman Boozman has co-sponsored and voted for a ban on partial birth abortion.

• Congressman Boozman has co-sponsored and voted for legislation that charges a criminal with a separate crime if an act of violence against a pregnant woman results in the killing or injuring the woman's unborn child. He voted to pass “Laci and Connor’s Law,” protecting pregnant mothers and their unborn children from violence.

• Congressman Boozman is a proponent of adoption and has worked hard to make adoption more attainable and affordable for families that want to adopt.

• Congressman Boozman is against human cloning and believes America must lead the rest of world in maintaining the sanctity of human life.

• Congressman Boozman has co-sponsored legislation against the morning after pill and RU-486. He believes parents must be notified when their children seek unhealthy alternatives to unexpected pregnancies.

• Congressman Boozman has co-sponsored H.J. Res. 56, the Marriage Amendment, which states marriage is defined as between a man and a woman.
Social Security
• Congressman Boozman believes we need to keep our word to retirees and those who are preparing to retire. The benefits must be there for those people who have worked their whole lives, paid into the program, and expect their social security benefits during their retirement years.

• Congressman Boozman does not support raising the retirement age for near or current retirees.

• Congressman Boozman believes that young workers need more options to save and invest on their own, so that they can take advantage of higher rates of return.

• Congressman Boozman voted for the Social Security Protection Act, which added safeguards to Social Security to further protect benefits from fraud and abuse.
Jobs and the Economy
• Last year, Congress passed and Congressman Boozman voted for an economic stimulus plan that is doing just what we intended, it has strengthened our economy and created new jobs.

• The U.S. economy expanded at a record rate during the third quarter of 2003 and continues to grow. With growth comes jobs.

• Since August, the economy has created 366,000 new jobs. Unemployment filings are down and more Americans are finding new, good paying jobs.

• Congressman Boozman believes American workers are the best in the world and, when given a level playing field, they can compete against workers anywhere.

• As the Congressman for the Third District of Arkansas, Congressman Boozman intends to use this office to help attract and keep good jobs in our region.

• Congressman Boozman has worked very hard to give incentives for new companies to locate in the 3rd congressional district. The Congressman believes we need to give incentives to companies to stay in the U.S., thus lessening the cost of their products so they are better able to compete in the world market.
